福岡県大野城市の化粧品製造販売会社「悠香」が通信販売した「茶のしずく石鹸(せっけん)」の旧製品による小麦アレルギー発症問題で、消費者庁が昨年１月に国民生活センターから寄せられた健康被害報告など、外部からの情報を再三、放置していたことがわかった。

　悠香の製品をめぐる問題が表面化したのは今年５月以降で、同庁の対応の遅れが被害拡大につながった可能性も出てきた。

　消費者庁によると、同センターから昨年１月、「茶のしずく石鹸の利用者６人がアレルギーになったと医師から情報提供があった」と電話で連絡が入った。商品名を明らかにしたうえでの報告で、消費者安全法に基づく通知とすべきかどうかを相談するものだった。

　同法は国の組織などに対し、重大な事故などの情報を同庁に通知するよう求めている。同庁は消費者の安全確保のために情報を有効活用し、迅速かつ的確に集約・分析して、結果を公表する義務を負っている。しかし、同庁は同センターに通知を出すよう指示しなかったうえ、特に何の対応も取らなかった。
